I’m on a mission:  to get Nanang a birth certificate — the start of all identification papers/cards and many government/commercial transactions, which she has been denied all these years.

Ria: Nanang, wala o nawala lang ba yung birth certificate mo?

Nanang:  Meron ata tapos nawala.

Ria: So meron nuon?

Nanang: Ay, wala ata talaga.

So, let’s start from the very beginning: follow the instructions from the NSO E-Census.  After doing the initial steps, my search yielded a negative certificate of record of birth from the NSO E-Census. Now, onto Endorsement Procedure with the Local Civil Registry Office in Cagayan Valley. If they got nothing there for her, start with Late Registration Procedure.  Yes, starting from the latter should literally cut the chase (and make my life easier), but according to NSO E-Census, I should do all these in sequence.  Sigh, buti sana kung malapit ang Cagayan and madali kausap mga tao sa mga ahensiya ng gobyerno.  As it is, I need more than patience and O.C.-ness in this mission; I need luck!
